The Buccaneers sign veteran wide receiver Cecil Shorts, but with that signing came the waiving of Bucs second-year receiver, Evan Spencer. Spencer who was mainly on the practice squad, in 2015, played in his first NFL game, during the final game of last season. He recorded one tackle on special teams during that game.
