Negotiations fail to keep Martin from speaking to other teams

Monday the legal tampering period of free agency begins, this allows any team to speak to Doug Martin about money. The actual free agent signing period begins on Wednesday. Tampa can still negotiate with Doug Martin, but the chance of losing him to another team is high.
